From 22 September 2025, GST moved to two main rates, 5% and 18%, with 40% for a short list of demerit goods. For distributors this changed the rate on many fast-moving items: ACs, TVs, monitors, lithium-ion batteries and cement fell from 28% to 18%; soaps, shampoo, toothpaste, biscuits, chocolates, ghee and steel kitchenware fell to 5%; aerated and caffeinated drinks rose to 40%. Below is the HSN-wise list for electrical, hardware and FMCG trades, from the GST Council's own tables.

  • Not in the lists? If your HSN is not in the Council's change lists, no change was recommended for it. Confirm the current rate in the notification or the HSN finder before you bill.
General information, not tax advice. Rules, rates and dates were checked against the official sources listed at the end on 17 Oct 2026. This guide has not yet been reviewed by a chartered accountant; points marked சரிபார் could not be confirmed on an official source. Confirm with your CA before you act. Rates depend on the exact HSN and description; two items in one chapter can carry different rates.

Read the description, not just the chapter Many entries apply only to a description: "pre-packaged and labelled" paneer and namkeen, "toilet" soap in bars (not industrial soap), "sugar-boiled" confectionery. An item in the same heading that doesn't fit the description may carry a different rate.[1]

Worked example, in rupees

Krishna Agencies, Indore (sample firm) sells personal-care goods to a retailer. The same order before and after 22 September 2025:

Item (HSN)Taxable valueGST beforeGST after
Shampoo (3305)₹40,000₹7,200 (18%)₹2,000 (5%)
Toothpaste (3306)₹35,000₹6,300 (18%)₹1,750 (5%)
Toilet soap bars (3401)₹25,000₹4,500 (18%)₹1,250 (5%)
Total₹1,00,000₹18,000₹5,000

The bill total falls from ₹1,18,000 to ₹1,05,000. Two things to watch: your input tax credit on these items now comes at 5% too, so check whether credit builds up on other inputs and services taxed at 18%; and any credit note against a bill issued before 22 September uses the rate on that original bill.

Updating your item master

  • Export your item list with HSN and rate; filter items in the changed headings.
  • Update rates with the effective date, not just the value, so old bills keep the old rate.
  • Check the description-specific entries (pre-packaged, toilet soap, sugar-boiled) item by item.
  • Reprint price lists and scheme sheets; the tax-inclusive price changes even if your base price doesn't.
  • For goods invoiced or paid around the change date, ask your CA how the time of supply rules apply (section 14 of the CGST Act). சரிபார்
  • Cess: check with your CA whether compensation cess still applies to any item you sell; tobacco items stayed on the old rates and cess.[1] சரிபார்
