The short version
- Desktop suits one office, one billing PC, reliable local backups and little need for outside access.
- Cloud suits several counters or branches, a salesman or owner who checks from a phone, and a CA who works remotely.
- Either way, e-invoices and e-way bills need the internet at the moment you send them to the IRP.
- Either way, GST law needs you to keep records for 72 months from the annual return due date and to log edits to electronic records.[1][2]
What changes, point by point
| Desktop | Cloud | |
|---|---|---|
| Where data lives | On your PC or office server | On the provider's servers, reached through the browser |
| Working from more places | Needs remote access, a hosted server or a copy of the data | Any browser with a login; branches see the same data |
| GST changes | You install updates; each PC must be updated | The provider updates once for everyone |
| E-invoice and e-way bill | Software connects to the IRP when you send; needs internet then | Same; the connection runs from the provider's servers |
| Internet outage | Billing continues; IRNs wait for the connection | Depends: some cloud tools stop, others bill offline and sync later |
| Backups | Your job: daily copies, off-site, tested restores | The provider's job; ask how often and how you can export |
| Hardware failure | Disk or PC failure can lose data since the last backup | A local PC failure loses nothing stored online |
| Users and roles | Often licensed per PC or per user on a network | Usually per user or per plan, from any device |
| Your CA | Gets data by export or visits | Gets a login and sees live data |
| Cost pattern | One-time licence plus yearly renewal, plus hardware and backups | Monthly or yearly subscription |
Working from more than one place
This is where most wholesalers feel the difference. A desktop setup with a godown counter, a second shop and an owner who wants figures at home needs remote access software, a hosted server or nightly copies. Each adds cost and a point of failure. A browser-based setup gives each user a login with their own role, so the godown can bill while the owner watches collections live.
GST changes and the IRP
GST rules changed often in the last two years: new rates from 22 September 2025, the 30-day e-invoice limit for ₹10 crore+ businesses from 1 April 2025, a 180-day limit on documents for e-way bills from 1 January 2025, IMS from October 2024.[3][4][5][6] On desktop, each change reaches you when every PC is updated. In the cloud it reaches everyone at once, which is convenient, but you also get changes when the provider ships them, not when you choose.
When the internet drops
Desktop software keeps billing without internet, but e-invoices still need the IRP; bills wait until you're back online. Many cloud tools stop altogether without a connection. Ask any cloud vendor to switch off the Wi-Fi during the demo: can you still make a bill, and does it get its IRN and the right invoice number once you reconnect, without a duplicate?
Records, backups and audit logs
Rule 56 allows GST records to be kept electronically, and requires a log of every entry edited or deleted when records are electronic.[2] Section 36 requires books and records to be kept for 72 months from the due date of the annual return for that year.[1] Whichever kind of software you use, check three things: the audit log can't be switched off, you can export all your data in an open format at any time, and old years remain available for the full 72 months even if you change software.
Security
- Desktop: protect the PC itself: Windows logins, disk encryption, antivirus, and a locked server room. Most data losses are a failed disk or ransomware on the billing PC.
- Cloud: protect logins: two-factor sign-in, roles so billing staff can't delete bills, and an owner who can remove a user in one click when someone leaves.
- The e-invoice and e-way bill portals themselves have required two-factor login for all users since 1 April 2025.[5]
Worked example: three wholesalers
| Business (sample) | Set-up | Better fit | Why |
|---|---|---|---|
| Single-shop paint wholesaler, 1 billing PC, owner always in the shop | One counter, local CA visits monthly | Desktop | No remote need; one PC to update and back up |
| Electrical wholesaler, 2 GSTINs, 3 counters, owner travels | Billing in two states, CA in another city | Cloud | Shared live data across branches and the CA |
| FMCG distributor, 6 salesmen collecting payments | Field team needs ledgers and payment links | Cloud | Phones need live outstanding and reminders |
Count your own: how many people bill, from how many places, and how often someone outside the office needs the data. If the answer is "one, one, rarely", desktop may cost less.
Where Moharbill fits
- Runs in the browser on any PC, Mac or phone, and keeps billing offline: bills sync and get their IRN when you're back online, without duplicates.
- Keyboard shortcuts for counter staff, roles, two-factor sign-in and an audit log.
- A free CA seat on every plan; vouchers export to Tally if your CA keeps the books there. See integrations.
- Built for wholesalers and distributors. It does not do payroll or manufacturing accounting.
Frequently asked questions
Is cloud billing software better than desktop?
Not always. Cloud suits businesses that bill from several places or want their CA and owner to see live data. Desktop suits a single office with one billing PC and good local backups.
Can cloud billing software work without internet?
Some can: they keep billing offline and sync later. Others stop. E-invoices and e-way bills always need a connection when they are sent to the IRP.
Is my data safe in cloud billing software?
Ask the provider where data is stored, how often it is backed up, whether two-factor login and roles are available, and how you can export all your data at any time.
How long must I keep GST records?
Section 36 of the CGST Act requires books and records to be kept for 72 months from the due date of the annual return for the year.
Do I lose my old data if I move to the cloud?
Not if you plan it. Export masters, balances and open bills to the new system, and keep the old data accessible for the 72-month retention period.
